It sounds far too familiar. The prices are market prices on the commodities market. What most people do not know is that investors are driving the market now, not actual world events. That and purposeful reluctance by the oil companies to invest in not just oil research, but refining capacity. That last big jump in oil prices was blamed on lack of refinery capacity and the record profits were needed to build more refineries. The money hasn't gone to that at all, but to the investors.
It is call supply and demand. People are reacting to the possible shortage of oil in the future should Iran be attacked.
